COP21 - Proposal For The Franciscan Family

Dear Brothers and Sisters,
This is regarding the early message from the JPIC Chairman of the Capuchin General Curia, Fr. Benedict Ayodi,OFMCap. I forgot to include the attachment which I now forward to all of you.
"​Attached you’ll also find a proposal to the study of the LS during the period December (first two weeks) to link the study to the COP 21 in Paris. The text attached explains briefly the meaning of COP 21, the UN Conference on Climate Change, and offers some petitions so that in Paris concrete commitments will be made by governments and all society regarding Climate Change.
Those who have already begun a program of study can insert the proposal into the program started.
Please spread as much as possible this message to promote the study of the Encyclical LS of Pope Francis as a concrete gesture of the Franciscan Family worldwide, in communion with the Inter-Franciscan delegation of 20 people who will be present in Paris attending the COP 21. 
We also want to make pressure on governments for them to really take bold decisions, in every possible level, to help stop climate change, which is already affecting millions of people around the world, especially the poorest.

STUDY OF LAUDATO SI  - (FIRST) MEETING
FRANCISCAN PRESENCE AT COP 21 - Paris  (2- 10 December 2015)
WHAT IS COP21?
The United Nations Framework Convention on Climate Change (UNFCCC) is an international environmental agreement on climate change. They are holding their 21st annual Conference of the Parties (COP) in Paris from November 30th to December 11th 2015. This Climate Conference is more commonly known as COP21. The conference is expected to attract close to 50,000 participants including 25,000 official delegates from government, intergovernmental organizations, UN agencies, Non-Government Organizations and civil society.
COP BACKGROUND
The international political response to climate change began at the Rio Earth Summit in 1992, where a framework for action was established (UNFCCC). The aim of the framework was to stabilize greenhouse gases (GHGs) to avoid dangerous man-made interference with the climate system. 
The first COP took place in Berlin in 1995 in order to review the framework implemented in Rio. Since then several key COP meetings include:
-           COP3 where the Kyoto Protocol was adopted
-           COP11 where the Montreal Action Plan was produced
-          COP15 in Copenhagen which produced the Copenhagen Accord, the basis of emission reduction pledges for 2020
-          COP17 in Durban where the Green Climate Fund was created
MAIN ISSUES
COP21 is aiming to achieve a legally binding and universal agreement on climate change, with the aim of keeping global warming below 2°C.
The stakes are high: the aim is to reach, for the first time, a universal, legally binding agreement that will enable us all to combat climate change effectively and boost the transition towards resilient, low-carbon societies and economies. To achieve this, the future agreement must focus equally on efforts to reduce greenhouse gas emissions in order to limit global warming to below 2°C, as well as societies’ ability to adapt to existing climate changes. These efforts must take into account the needs and capacities of each country. The agreement will enter into force in 2020 and will need to be sustainable to enable long-term change.
The Franciscan involvement at COP 21
Romans VI, the inter-Franciscan JPIC Commission, is promoting a Franciscan presence at COP 21.  It includes Franciscans International, the worldwide Franciscan family and the Franciscan Family of France as hosts.  Plans are underway for a delegation of about 20 Franciscans from around the world, including those of France.  Our meeting will take place from the 2nd to the 10th of December.  It will consider Franciscan Spirituality as well as the Encyclical Laudato Si, and will promote participation at the parallel activities proposed by other religious and civil society groups. These events, such as the Global Climate March (Nov 29th), the People’s Climate Summit (5th and 6th Dec) and the Climate Action Zone (7-11th Dec), will press governments to take a radical decision on Climate Change during COP 21.
PROPOSAL FOR THE FRANCISCAN FAMILY
Romans VI also prepared a Study Guide to help Franciscans around the world and other groups to reflect on Laudato Si. The Study guide proposes 9 encounters and our suggestion is that you organize the first encounter for this study in the week of the COP 21 Meeting (30th Nov – 12th Dec), in communion of prayer with those of the Franciscan Family who will be participating at the summits at COP 21.

We’d like to suggest that you start or finish the meeting with the following prayer:
PRAYERS FOR COP21 
These prayers go to all world leaders, especially those attending December’s Conference of Parties climate negotiations in Paris:

- may the God who is love grant them the ability to see the sufferings of the world and to be “far­sighted and capable of a new, integral and interdisciplinary approach” (LS 197) in forging agreements that protect all life throughout the globe in every stage of development; we pray to the Lord …

- may the God who is love grant those with authority the wisdom to see the fragility, dignity, and goodness of all humanity and all creation, which is entrusted to us, as one family, to nurture, protect, and love; we pray to the Lord …

- for world leaders and for those with the means to consume the goods of the world, that like St. Francis we will see nature as a magnificent book in which God speaks to us and through simple daily gestures we may  break the logic of violence, exploitation, and selfishness (LS 230); we pray to the Lord … 

-for all official delegates and delegations at COP21, that before all concrete commitments are made, they look seriously at the situation of those populations most effected by global climate change especially the Small Island States, and consider the consequences for them; we pray to the Lord…

- for all people, that we may find our true joy not in the consumption of the world but in the love and fulfillment we find in encountering the Triune God; we pray to the Lord … 

-for our faith based communities participating in COP21, that we all be faithful to our common commitment with governments and all civil society to a life style that respects and cares for all of creation; we pray to the Lord …
